I don't believe in Chi in the classical sense at all. However, despite my odd, vague, beliefs that I don't need to explain because an explination would have no purpose in the overall meaning of this thread, I do believe in distance attacks.
However, distance attacks are very difficult to do. This isn't because of the amount of concentration or internal skills required to do them, though. This is because while under pressure in an actual fight the required mental state would be difficult to attain as opposed to a situation where the person you wish to affect is more susceptible.
First, I have a Google Video of Derren Brown at a Kung Fu school. For anyone who does not know who Derren Brown is, I suggest you find some videos of him on YouTube as well as taking a look at his Wikipedia entry. He's a psychological illusionist known for using very suggestive wording and behavior (similar to a stage hypnotist) in order to make people do a number of things. This can be anything from making someone forget what train stop they're supposed to get off at to making himself appear invisible to a person to making an entire mall of people simultaneously raise their right arm.
Most of his exploits make people think that he is psychic or has supernatural powers. However, he claims none of these things. All of his work is psychological illusionism.
Now for the cool part that requires less reading and more awesomeness.

The first part of this video shows off the one-inch-punch on a candle and a person. But the main thing I want you to look at starts about 1:30 into the video. Go watch it.

Okay. You're back. Cool. See what he did there? Now, no matter what sort of energy work you believe in, you know that the mind is a very powerful thing. Technically, you don't even need to have a specific set of beliefs or practices related to energy or psychic powers to pull this off. You just need to know how to get into someone's head.
I'm not sure how he does it, but now is the time for you to find friends and start experimenting. Afterwords, start testing yourself on random people. Don't limit it to simply hurting others, either. This is only one example of the power of the mind without looking into ancient energy techniques or paranormal powers for the answers.
For more ideas on how to do things that we would normally relate to Chi, start looking up Derren Brown on YouTube. Also, if you live in the USA and have the Sci-Fi channel, look in your TV listings for his show "Mind Control" that should be on Wednesdays and Thursdays. I know this just sounds like a plug for Derren Brown, but you can really learn a lot from that guy if you want to affect yourself and others through sheer willpower alone.
